The New Frontier of Fraud Data Sharing [Introductory]

Combined Session
Wednesday, November 18, 2026 14:40—16:00

In July, the UK government published a new major report on the state of fraud, lamenting the poor state of data sharing across the economy, despite robust legal mechanisms to do so.

Businesses have become much better at proving who someone is. Strong identity checks are now common across banking, government, marketplaces and other digital services.

But those checks usually stop at the edge of that business.

We can detect suspicious identities, devices, credentials or transactions, but have no effective way to discover that the same thing is happening elsewhere.

Fraudsters exploit our fragmentation, moving between businesses and sectors faster than we can join the dots.

The explosion in AI-powered fraud has made this gap increasingly urgent. Synthetic identities, deepfakes and automatic attacks can now be created at a scale that traditional fraud databases can't handle.

In this talk, Jaye Hackett explores the next frontier of fraud data sharing: how we might move from slow, retrospective reports towards real-time, interoperable threat intelligence built into the identity fabric.

They will examine why existing systems are hard to use, how valuable signals such as biometrics and digital wallet credentials should be supported, and why fraud reporting itself is still too cumbersome to happen consistently.

The talk will also consider what must change across technology, governance and incentives if organisations are to identify patterns beyond their own walls, without creating new security or compliance risks.

To trust fearlessly in the age of AI fraud, we can't make isolated decisions about identity any more. We need to keep each other safe.
